The origin of the company dates back to May 1980 when Baudouin Houtart established a validation company in Brussels under the name of ICCE.

Baudouin Houtart, with experience in validation since 1968, was active in several professional associations such as PDA, CFPA, and ISPE in the US, Parenteral Society in the UK, A3P and ASPEC in France, VCCN in the Netherlands, IBN and BCW (founder) in Belgium.

He has been appointed as an expert to the EEC, concerning GMP and validation problems, and to the European Committee for Normalization (CEN) to define the cleanroom criteria in the pharmaceutical industry.

The company expanded internationally, quickly establishing a reputation for excellence.

In February 2002, ICCE was taken over by SNC-Lavalin.

In March 2010, SVMK Engineering purchased SNC-Lavalinís metrology business.
The acquired business unit operates under the brand name ICCE Metrology.
